Tix are v cheap because of all the extra conditions that will be attached after you are hooked, when you have no choice but to agree to all their "small request" like optional tours.
Shoppping trips are the main place where they take all your money.
But seriously, even big travel agencies like ChanBro, SA, CTC, etc all hire similar agencies in china, and they always, always bring you to silk, tea, jade, pearl, jewellery places. So it's not just TS. but still, because the deal is so cheap, perhaps they would want you to spend more?
